Chevy silverado starting issues

I have a 2001 Chevy silverado 1500 and every winter when it rains it has issues the motor will crank over but it won't start and this only happens when it rains and the truck sits for to long it has to be electrical but I can't figure it out and neither could the mechanics I had look at it was wondering if anybody else had this same problem with any answers

If that's a 4.3L engine then it uses a single coil pack.
That would mean that you have a distributor cap and rotor.
I would start by replacing them.
Moisture inside a distributor cap is like a dead short to the spark
