Welcome to the forums!

You first need 12 volts. & volts sounds like you have a bad connection. On a flat 4 plug white is ground, Green and yellow are right and left turn/brake lights. Brown is your running lights.

Start with a analog meter and measure between white and brown for 12 volts DC with the tow vehicle lights on. (Trailer not connected) If you don't have 12 volts start looking for a blown fuse.

If you have power, the #1 reason for trailer lights not to work is a bad ground.
