Are you asking for an internal diagram of how it's built or how to install it in a circuit ?
Three wire model or plug in the end.

Hi Pete, I figured it out, guess I was having a brain cramp, I was looking for a Dia. on how to connect it into a circuit.

Are you into light electronic construction ?
There is a very simple LM(NE)-555 IC circuit for wig wag LEDs.
I've built a bunch of these for my self and other railroad buffs. Small parts count.
You can experiment with resistor and cap values to change the timing.

Look down the list for the wig wag circuit.
