2006 RAV4 FOBs won't open or lock

Both FOBs were functioning yesterday & both suddenly stopped functioning. I've replaced the batteries on both without success. The FOBs LEDs still illuminate, although without vehicle response. I've checked all vehicle doors as well as the hood to assure that they're properly closed. Also, the RAV4's battery has not been disconnected at any point. I took both FOBs to the local auto parts store & they checked positive for signal transmission. Can anyone tell me if the Wireless Entry System is regulated by a fuse or relay? I looked under the hood, but neither fuse nor relay labeling, seem to relate to the Wireless Entry System. I haven't looked at any possible fuses, if any, inside the vehicle. Also, I realize that there is a Wireless Entry System Door Control Unit. Is it common for these Control Units to suddenly stop functioning? If beginning to fail, wouldn't they symptomatically function intermittently, rather than suddenly stop functioning?

There isn't a module just for that function. Typically it's called a body control module. It could control the door locks, security, key transponder, interior lights, etc.

Does absolutely nothing work on the fobs or does panic still work ?

Absolutely nothing works on the FOBs.

That looks like a standalone wireless receiver.
When I look at the details I see several different models that look similar.
