Yep, a toilet supply pipe will be cold water only.
By "welded", do you mean soldered copper pipe?
There should be a stop, or cut-off valve, attached to the 1/2" supply pipe from the floor or wall, with a 3/8" supply tube from the valve to the bottom of tank water inlet valve.
The stop may be soldered onto copper, or it may be a compression fitting.
If this is what you have, where exactly is it leaking? At a soldered connection? From the stop?
Please describe what is leaking in more detail and we'll try to help tell you how to repair it.
If it leaking at a soldered connection, you will have to sweat it apart and re-solder it, or hacksaw off the soldered part and connect it with a compression fitting stop.
