toilet over flow

My down stairs toilet has not been flushing properly for some time. Yesterday it overflowed so I snaked it out. Now the water drains out of the toilet bowel. When I turn the water back on the toilet bowel over fills but the tank doesn't fill. What do I try now?

Cool

Replace the flapper in the bottom of the tank.
Clean the flapper seat with steel wool or SOS pad.
Shorten the chain on the new flapper to where it just allows the flapper to seal fully.
Should solve your problem for less than $3 bucks.
