Easy question - we are replacing our sink fixtures and we turned off the hot & cold water using the shut-off knobs. However, the cold water won't completely shut off, it still drips. The hot-water is shut off. What would cause this? We didn't want to go any further with the dripping.

You need to replace the stem washer in the cold water shutoff valve.
Turn off the main water valve, and turn on the faucet to relieve pressure.
Remove the stem retaining nut, pull out the valve stem, and replace the washer on the end of it.

If it is the shut-off valve under the sink, then turn off main water valve, flush toilet, put small pan under valve to catch small amount of water that will leak out, remove shut-off valve, take it with you to plumbing supply, and get the same kind and replace it. If the shut-off is soldered on, you might consider just using a drip pan while replacing faucets and hoses. hoses should be changed any time faucets are--cheap insurance
