replacing drain underneath bathroom vanity. Inside the wall is steel i believe. I want to go back with ABS. Can i just tread the ABS into the steel fitting or do i use tape for the treads.

Tape, teflon pipe dope either/or. Or a rubber fernco fitting- clamps on both sides-good for sawed off pipes, mismatched sizes. Can buy 1/2" oversize and will still work. easier to get right angle. Can bend.

If you have female thread inside that wall you can use a male adaptor like this one

Then use abs pipe and a trap from there.

Use teflon tape or pipe dope on the male threads.
