Unhappy sump pump problems

I have a sump pump sitting in a concrete basin of sorts...

It is operated by a float attached to some sort of tether. anywho, the float will not set it off, until the water pours over the basin walls. In other words, its not floating high enuff, as I can lift the float to set it off manually. Any idea how to set the float so it activates at a lower level of water? It used to work fine, but has started this in the last month or so

The cord for the float switch is probably tied to the discharge pipe, or maybe the pump itself, with a ziptie.
Cut the tie loose and shorten the length of cord and retie it. This will make the pump start sooner. Make sure that the float doesn't hang up on anything, and try it manually after you re-tie it place.
