hot water heater or well??

Hot water blows air and sometimes no pressure. How to tell if it's the water heater (12 plus years old)or the well going to -----?

Sounds like your well-and-pump system, not your heater.
Usually what goes into a heater is what comes out of it...water or air.
The bladder in your pressure tank may be leaking air into the water. Turn off the pump and drain down the water pressure.
Then check the air pressure of the pressure tank with a tire gauge. It should be two psi below your pump cut-on pressure (i.e. 20-40 cut-on/cut-off should be 18 psi).
If it is low, air it up with a bicycle pump or portable air tank or compressor.
If it won't hold the minimum pressure, replace the tank.
If the tank pressure is o.k., check for leaks on the suction (well) side of your pump.
