leaking water valve

On the outside of my building I have a anti-freeze water valve for my hose. The valve has a blue cap on the top that says anti-siphon. When I turn the faucet on water comes out of that blue cap. I can take the blue cap off but then I am lost from there. Is there a replacement part that goes in there or do I have to replace the whole valve (this valve is two years old).

Cant say what brand you have there but the poppet on your vacuum breaker is shot.You need to remove the parts from under the blue cap and bring them to a plumbing supply for exact replacement.
