toilet constantly refilling

I replaced the refill valve and the drain plug and now I get a slow leak so that it is constantly refilling. It only leaks a little, when I use water shut off, the tank doesn't empty. What am I doing wrong?

Cool

The leak is at the new tank flapper ("drain plug").
Clean the flapper seat with steel wool or SOS pad, cut the ring out and use the ears to attach it to the overflow pipe, and shorten the chain on the new flapper to where it just allows it to seal fully.

Hello, In your question you stated that you replaced the ballcock and flapper. The toilet leaks but if you turn the water off at the angle stop the water doesn't leak. That being the case I would suspect the overflow tube from the new valve is too far down in the overflow pipe. That could cause siphon or the pressure from the hose keeps the flapper from seating correctly. The end of the tube should be above the water line in the tank. The new valve should have a clip to accomplish the task.
