Question lost pressure of hot water faucet

I had repair work done on 2 leaky faucets (hot water side)(bathroom and kitchen). Whoever did the job, fixed it so that the hot water when turned on, loses pressure after a couple of seconds, which requires me to turn the knob more to get enough hot water coming out of the faucet.

I believe they did a sloppy job, and since I am a do-it-yourselfer, would like to fix it myself. I think that it's related to the type of washer they used. I've taken apart the knob and cleaned the parts, and it helped some but I don't know what else I can do to stop the loss of pressure. A plumber for the apartment complex told my next door neighbor (has the same problem) that it is probably caused by the washer expanding with the hot water, as if to say we have to put up with it. I say "do you think I'm stupid?" I can't wait to get a place of my own!

Can someone tell me how I can fix the problem?

Have you made sure that they opened the hot water shut-off valves all the way? Are the washres tight on the end of the stems?
Turn off the hot water shut-off valves (or the cold water supply to your water heater, which will turn off hot water only).
Take the faucets apart and check the washers and check them for debris.
There could be debris in the faucets or the shut-off valves. Put a towel over them or a bucket, and turn them on briefly to flush any debris out, if the washers are alright.
