Adding powder room in co-op against the odds

I am buying a co-op in DC and wish to add a powder room without cutting into the slab (disallowed). Could I add a t-joint to the existing hole in the floor or cut into the soil stack and put in a wall-mounted toilet?
The bathrooms would be adjacent, P.R. opening into the entrance and other en-suite with bedroom. The ceilings are 8'6" so could raise the floor in PRa maximum of perhaps 20". The Saniflow is obvious but the Board might be grossed out!

Please help. Has anyone done this?

Contact your local plumbing inspector and see what they have to say.
