Hot Water not so hot

I have a gas hot water tank about 15 years old.

If we have not used the hot water for a long time it barely has enough hot water to fill the bathtub even with the thermostat cranked all the way up.

If the hot water has been used in the last couple of hours the water will be hotter but not as hot as you would expect with the thermostat all the way up.

Is this a problem with the cut in and cut out points and the thermostat and can it be fixed or adjusted or do I need a new hot water tank.

How hot should the water be at the medium and hot settings?

My first thought is the dip tube, see if it is the problem, dip tube is on the inlet side of the water heater, under the inlet nipple, you need to remove the nipple to get to the tube.
