Unhappy flapper drops like rock

Just installed an Am. Stan. 6.0Lpt. low consumption water closet and all the new inards but have had trouble with the flapper dropping like in a previous msg. I've done all suggestions made on that msg. but now am thinking the flapper opening is going to need turned. is that really going to make a difference? Noticed the other toilet's is turned more in an angle. Our's is turned ever so slightly but not as much as the other.Help please.

flapper

I have found here that all of the 1.5 or.6 toilets flappers have a small hole in the side of them. this lets the air out and they drop before all the water is out of the tank. all we do is get a new flapper with no hole in its side and the toilets work just fine. ED
