toilet leaking???

i have an old toilet with a wall hung tank. after the tank refills after flushing, water continues to drip out of the supply line that protrudes from the wall. however, the water level does not seem to ever rise past the shut off point. (btw, the flapper is only a year or 2 old, and the drip stops if i lift up on the ball **** and hold it, but it wont stay). the water must be going somewhere, right? well it appears that it is somehow going into the floor. i say this because the paint on the ceiling directly below the toilet is flaking off. now there were also a few dros of water on the floor as well. is this an accurate assessment. how does the water get out of the bowl (ie where's the leak)? i'm guessing i need to remove the fixture and replace the wax ring. any advice is greatly appreciated.

Sounds like the wax ring to me.

follow up

if i fix the wax ring but not the drip (due to the fact that it will be difficult to find old parts), will the problem reoccur? do you recommend a gasket with or w/o a plastic sleeve?
