Question Adding ball valve shut-offs

I am installing a washer and dryer where a tub/shower unit once stood. I will be installing a pair of ball valve shut-offs for the hot and cold feed lines, in case the utility connection ever needs servicing. The shut-offs are of the type that need to be soldered in and each has a bleed orifice. I was wondering whether to place them in the basement piping which is horizontally or nearer the utility connections which would be in a vertical position?
