leaking shower

I have the hot, cold water knobs, and one that turn on/off showers. I found the leak was from the shower (stem?) on/off.
I have remove the stem part and have the local plumbing store look at it, they replace the packing material and still not work, so I have order a new stem, and still leaks, what can I do next before calling the plumber? (try doing myself). please advise. thanks

Is the leak all the time or only when the valve is on?

Need to tighten the packing nuts on the stems more. The new stems need the packing tightend they do not come from the factory tight.Example today intalled a new stem had to tighten packing nut 4 full turns to stop leaking.
