Main Water Shut-Off Leak

I am having trouble shutting off the main water supply to my house. I can turn off the valve at the meter on the street and I can turn off the main shut-off valve in the house. But. when I try to close only the house main shut-off valve, I can still hear water going through it. It is only a trickle at any faucet, but I want to completely shut off all water into the house. Could it be I have a defective shut-off valve? It is a gate-type unit and it is as old as the house, six years old. I did open it up and cleaned out some debris, but the valve will not completely shut-off the water. Is this normal? Thank you for your resonse.

The main shut-off valve should completely shut-off the water. It may be corroded inside, allowing it to leak.
If it is, replace it with a ball valve.
