Rumbling Noise in Walls

I have a problem with my two story house. Anytime I flush the toilet, take a shower or wash my hands upstairs, there is this rumbling noise in the pipes in the walls. At least, that is the way it sounds.

Does this have anything to do with the air trying to vent out?
Or is there some sort of blockage in the pipes?

The toilet do not have the same amount of flushing power as they use to.

Any ideas or suggestions would help.

Normal waste water running down through drain pipes will make noise. More so in plastic pipe than cast iron. Not much that you can really do about it.
As far as your toilets being sluggish, you may need to plunge them or use a toiler auger on them to see if there's any blockage in the built-in trap or the closet bend.
You also might take a piece of coathanger wire and rod the little holes around the underside of the rims of the bowls to make sure that minerals are not starting to clog them up.
If you think that you have a venting problem, you can always go up on the roof and check the vent pipes for leaves, debris, birdnest, etc. and clean out what you can reach by hand and flush the vent pipes down with a water hose sprayer.

I will try to clean the vent pipe that way. THe pipes didn't rumble like that before. Is this something that just happens over time?

Nope. The pipes will make noise about as much as they're going to from Day One.
Try flushing the main drain/waste/vent stack down with a water hose.
If you've got a drain line clog problem, you may have to open up a clean-out and snake the line.
