Gas Water Heater Vent Whine

In my new house that was built 6 months ago, the builder used a gas water heater that has a fan attached to the exhaust on top of it that runs when the heater is on and piped the exhaust via PVC outisde. When this fan runs, it makes an almost unbearable whine/whistle when I stand outside near the exhaust pipe or above it inside my house (kitchen and master bedroom). It sounds like the air is getting tuned as it flows as if it were a musical instrument (if that made sense) but the fan itself is very quiet.

Has this happened to anyone else and is there an easy fix?

Thanks.

Have a licensed plumber come out to check the velocity of air moving out of final exit of pipe to make sure there are no restrictions in this line.

Anything is possible if it was not properly installed.
