You mean the one inside the meter box?

If it won't shut down all the way it will need replaced, is there a shut off on the city side of the meter?

What do you need to do that makes you needing the water turned off?

So it won't turn at all?

Sounds like the gate valve could be locked too tight in open position, anyway for you to grab the handle with channel locks, this would give you the extra needed leverage to help get it started.

Is this shut off on your side of the meter or city side of the meter?

If you can't shut it off, and there is a shut off on the city side of the meter, might call them and ask if they will shut there side off so you can fix what you need to get fixed.

Don't use a hammer, you will only break it and make thing worse.

well, i will give it another try, i am turning it the correct way, and i think i have a longer wrench i can get in there... maybe a little more torque.. what about spraying the valve with wd40? there was a lot of dirt on it... and as far as calling the H2O company.. wont they charge to shut it off?

If you had a shut off on your side of the meter, closest to the house, then you would see two shut offs, if you see only one and your not sure it's your shut off then your best call the city and have them look, if you are trying to shut off the city side shut off and you break it they can hold you liable and make you repair there valve.

Call and ask if they will check it out, and see if they charge and how much.
