Rocking Toilet

My toilet is rocking and I am wanting to know
what is the best method to shim or stabilize
it. I installed a ceramic tile floor and the
toilet is sitting on the tile. I tried a
plastic shim, but it does not stay in place.
Any advice?

If you're sure that the wax seal is o.k., then you can hold beveled shims (I've used cedar chingle strips)in place around the toilet by sliding them in until tight and the toilet is stable and level, cutting them off, and caulking around the entire base with white silicone caulk. Worked for me.

Is the top of the flange flush with
the finished floor or does the flange
itself sit on top of the floor,you want
the flange to sit on top of the floor
if it does not you will be looking at future floor rott,it want give you a good seal
or a secure install.
