shower in basement

I am doing the installation of a 4 piece shower in
my basement. The fibreglass botton is not
quite level and rocks a bit. The drain is
in concrete also not level and does not fit
the rubber gasket that sits under the shower
bottom. Got to fix it now, I have lots of
bad ideas, just looking for good ones

You need to set the unit on a bed of mortar, and you need to cut that drain out that is existing, and reinstall a new drain that is correct and not distorted, to keep from misalignment.

I may have made it sound worse than it
is. I is only off by less than 1/16" on
both the drain and the shower base.

If that is the case, then bust the concrete around the drain pipe that passes vertically through the concrete, and allow some flexibility to properly fasten the drain to the drain assembly on the shower.
