Toilet Water Level

Further to earlier question on water levels in toilet bowls the response was something along the lines of 'a toilet bowl, like a glass, will only hold so much water'..
In completing renovations I've recently intsalled two brand new toilets, exact same model, and whereas one has a "nice full bowl", the other barely finishes with enough water to cover the bottom. Why such a difference? All innards within the tank are also identical & installed correctly.

Hello, Gently pour water ito the bowl of the toilet to the correct height. does it stay at the right level? If it doesn't the casting may be cracked. If the water level remains correct. Check the water going ito the over flow that line may be plugged and your not getting enough water to the bowl when the tank fills. It's sad to say, but just because it's new doesn't mean it's right.
