Water Valve Won't Move

I'm trying to install a new sink. However, I can't seem to shut off the water valves for hot and cold under the sink. They seem to be frozen into the on position. Is there any to get these things to move? They are absolutely frozen stuck.

Thanks,
Nadine

Try a pair of channel locks to get it started, it may need replaced if that don't work.

If that don't work, then shut the water off at the main, take a wrench and back the packing nuts off directly below the handle, and remove the stems from the valve, clean them, and reinstall. Most straight and angle stops cannot be rebuilt, so clean the buildup and use plumber's grease on them so that they are operable.

Replacing the valves sometimes is the best investment.
