Electric Water Heater

I have a Reliance 501 Electric water heater. I just replaced the lower element, closed the water heater back up, turned on the power. I waited for about 4 hours to let the water heat, but nothing is happeing. I need some suggestions.

HAVE YOU USED A METER TO SEE IF THERE IS ANY POWER TO THE HEATER, AND IF IT IS THE CORRECT VOLTAGE ?
ALSO ARE THE THERMOSTATS TOUCHING THE TANK FIRMLY ? AND IS THE RESET BUTTON POPPED OUT ?
DID YOU DRY FIRE THE HEATER ?

After checking for power and the other things mentioned by GARPLUMCO, check the upper 'stat and element. If you have power and good contact between the 'stats and the tank and no hot water, the problem is with the upper element or 'stat, not the lower. And you DID refill the water heater with water BEFORE you turned the power to it back on, didn't you?
