Old toilet acts like low flush

Bought a house with two baths. Downstair toilet no problem, upstair toilet doesn't seem to want to do that gurgle thing at the end. The bowl never empties. Some times it takes many flushes to get rid of everything. I have a septic system and it is good. Could it be the vent is clogged???????

IS THE WATER LEVEL IN THE TANK AT THE RIGHT LEVEL ?? DOES THE FLAPPER PREMATURELY FALL
DOWN BEFORE THE FLUSH IS COMPLETE, THERE COULD ALSO BE SOMETHING IN THE TRAP OF THE TOILET,TOOTHBRUSH, INK PEN, ETC...
