Sewage Line Problem

Question

I have had to have a plumber out twice in two weeks to clean out a main sewage line. The problem is there apparently is no cleanout and the toilets are grouted in thus requiring the snake to go through a vent on the roof(flat). The plumber is only willing to take a small snake up on the roof and is recommending installation of a cleanout in the yard (patio home) so a large snake can be used. He is estimating $700 to do this. Is this the appropriate solution and does it sound like a reasonable cost? The first time he came he said he did not find any evidence of roots or mud when he pulled the snake out.

You really need to have a cleanout put in, however $700 seems steep, call and get other estimates for installing a cleanout.
