Toilet bowl won't hold water and a "bad" smell seems to be coming from it. The tank is filling fine, flushes okay. What to do?

First question is where is the water from the bowl going, and why?? Try pouring a couple quarts of water into the bowl and see if it stays there. Is there water whowing up on the floor around the toilet, like a wax ring that is leaking?

Toilet tank will not refill after flushing

When I flush my toilet, it will not refill unless I loosen the screw on top of the tower inside the tank. Is there a bad valve or do I need to replace the innards?

This is to clarify earlier problem. The water to my hot water spigot would not flow. I was told there could be trash in tank so I drained it with a water hose. I already drained it so I have to replace it now? No previous problems noted in tank and water was hot! You can tell I'm not a plumber!!
