running water sound from toilet

recently had bathroom floor removed and replaced with tile and sheetrock(?). Had to have waste pipe from toilet replaced due to crack. Since toilet was reseated it begins making noise like it is draining when a person begins urinating into bowl, or if you pour a small amount of water into the bowl. It does not look like bowl is emptying but sounds like it is draining.
also it seems to fill ok and then it continues making noise like it is filling for another 5-10 secs.
Help!!!

Does this sound come form the tank, like the fill valve is turning on and off, there is a small tube the runs from the fill valve to the overfill tube, make sure this tube is not below the water line of the tank, this will cause a siphon action. Also make sure the flpper and chain is not too tight.
