Location of gas ball valve
Do to space constaints I would like to run a flex gas line from my range through floor or wall then down (about 8 inches) to a gas ball valve connected to the gas line in the basement. Is it okay to have range on one level and shut off on another?

Mike's suggestion is always a good one, but I can just about guarrantee you that the shutoff will have to be accessible where the appliance is. In addition to that, it cannot require the removal of any panels. It must be 'instant access', in the event the appliance starts venting gas, you need to be able to immediately turn the supply off. Removing a panel or running to the basement doesn't qualify.
I think you will also find that the flex line will have to be after the shutoff.
