Howling pipes

What causes pipes to howl, I can't tell if it is caused by the hot or cold water but if you are running the water and then turn it off the pipes in one of the bathrooms start howling for a few seconds and then stop.

Where do you here this sound and does this happen in more then one faucet.
Sometimes loose washers on the stems will cause sounds, you have to take the stems out and tighten or replace the stem washers.

The sounds seem to come from the bathtub. I just replaced the washers because we have the continual running water. One washer was completely gone. But even after replacing the washers we still have water running. the sounds were coming before I replaced the washers also.

It could be too much pressure, pressure in the pipes when moving can create a howling sound, do you have a pressure reducing valve, if so adjust it bt loosening up the the bottom nut and turning the scew on top clockwise. This is found 9 times out of 10 out infront of the water meter.
