Frozen washer hose

Any advice on how to remove a frozen washer hose from the shut off valve. I've tried penetrating lubricants without success.

Use a pair of channel locks to remove it. Use the same to install the new hose.

I did tried using channel locks but still couldn't get it loosened. Plus, the entire valve starts to turn during loosening. Any other suggestions?

If will come off there, use some elbow grease, and it should remove from the bibb.

Cut though one side of the threaded ring on the female hose connector with a hacksaw or hacksaw blade and put a screwdriver blade into the cut to spread it apart. That should loosen it enough.
