You have an obstruction, probably in the trap of teh bowl. Start with a toilet auger and try to clear it. Unless you happen to have the type of toilet that uses compressed air to achieve its flush, it is not a pressure problem. The only pressure involved in a standard toilet is the weight of the water.

Another possibility is clogged or restricted flush holes around the bowls rim. These holes are located under the bowl ring and often get restricted with calcium deposits.
If this is the case, the volumn of water flowing into the bowl will be too slow. You will need to use a coat hanger wire and unclog the holes.
Then pour into the over flow a pint of CRL cleaner and let it sit overnight. Next flush in the morning should correct the problem.
Also check the water level in the tank and adjust the float so the tanks water level is correct and the flapper works correctly.
Good Luck,
