Did you turn the heater back on, do you have a volt meter?
Take top cover off, and with volt meter touch the top two screws on the themostat to test the voltage, make sure the breaker is on 1st.
Let me know if you have power to the top thermostat.

You just need to find out if you got power to the heater. Use a neon tester as showen is this picture below, touch the leads to the top to screws on the thermostat.
Neon tester can be bought at any homecenter.

Plumber 2000's picture is helpful, but it shows the tester being held across the element, not the thermostat. Above the upper element, you will see a black rectangular box with 5 or 6 wires attached to it. Hold the tester across the 2 wires at the very top of the thermostat with the power ON. See if you have voltage at that point, then get back to us. Just be VERY careful -- every one of the screws and wires you see have power on them. DON'T TOUCH THEM!!

Before you try changing the elements, tell us WHY you want to change them. How did you determine that they are bad? I have never seen a water heater that needed BOTH elements changed at the same time.
Try this. Turn off the power to the water heater and disconnect both wires to each element. Use an ohmmeter to test the continuity of each element. Let us know what you have on each.

Before you change the elements get a teater and test them, test them both the top one and the bottom one.
Picture below shows where to put the probes on the elements, make sure the power is off to the heater before testing, test these with a ohm meter.
In this next picture is what a reading will look like, if the reading is below 9.0 then replace it.
