Question

Toilet tank appears to fill and empty correctly.....water in bowl swirls, but waste doesn't empty completely. What's wrong?

My hunch is that the main drain from your house is partially clogged and the flushing toilet fills up the drain and stack with water. If the stack is full just as the toilet is completing it's flush, it'll suddenly loose all it's gusto and turn aenemic at the last second.

To confirm if this may be the cause of the problem, maybe pour a 5 gallon pail of water down your toilet bowl and then immediately flush the toilet. Have the tank lid off and be ready to reach in and close the flapper if it looks like the toilet water is going to overflow the bowl.
