drain that can't cope

Whenever we have a torrential downpour the drain outside my window can't cope, so the water bulds up. As my flat is ground level the water comes up against the window sills and has on occasion come in. What can I do?
It is in a submerged area with a wall so it can't flow away, I begin to dread thunder storms!
