Toilet Tank Flapper

Adusting the chain from the arm inside the tank to the flapper in the bottom of the tank is my problem. If I make the chain snug between the arm and flapper, the flapper will only open about one half inch. If I shorten the chain the flapper will open properly but will not close completely. If I lengthen the chain the flapper will not open period. What could be the problem?

Could be the flush valve is installed in a odd direction, or could be the flush handle may be causing the problem, replace the flush handle 1st and see if thats will solve the problem.
