Woke up this morning and the heater was leaking from the bottom. The pilot was still lit. I drained some of the water out but it is still leaking. Is it possible that I didn't drain enough out or is there another reason for the leak.

You need to replace the water heater, the tank is leaking, there is no fix for it.

There are only two leaks that you might be able to repair without replacing the water heater.
(1) If it's dripping from the relief valve, you can try replacing the relief valve (or installing a pressure reducing valve in your supply line or lowering your water temperature).
(2) If it's leaking from the drain valve, you can tighten, repair, or replace that.
If it's leaking from anywhere else, replace the water heater.
P.S. You accomplish nothing by draining water out. It is immediately replaced by the fill pipe. You cannot adjust the water level in your water heater -- it's always full.
