Smile some like it hot

Hi, I keep getting hot water in the cold faucet. It occures in all faucets even the ones outside. I have to run the water for about three minutes on cold before I get any cold water. My plumber says it's an anomaly. solo

Is the incoming water temp high?
If the water is warm, and the incoming water is cold...its obviously picking up heat from somewhere.
Is the plumber who says its normal, also the guy who did the work initially?

Do you have an expansion tank on the home water system there?? Is this a new home? Where is the H/W tank?
