Spigot Anatomy Question

Spigot Anatomy Question
Help!
The spigot in our backyard is missing, well the spigot.
Forgive my "layman-ese." Let me see if I can describe what I have.
At the end of the pipe are two male peices.
One is unthreaded with a square "knob" in it. If I use a universal key, I can turn that knob, but it would block where a hose goes in, so I know that's not the right thing to do
On the other side is a threaded 3/4 inch pipe with a circlular, um, thing in it. It looks like I should be able to just screw in a spigot and be all set, but when I do, no water comes out.
I know it's a silly question, but what am I missing here?
Thanks so much for the advice!
