How to add an extra outdoor spigot?

I'd like to add an extra outdoor spigot on the side of my house. The closest water source is my hot water heater in the garage. Is it safe to tap into to line that feeds the water heater and run and extension through my garage wall outside?

Thanks!

Yes, as long as you place the tee connection above the valve going to the water heater. You should also place a stop and waste valve on the new line going to your new hose bib. Be sure to look at the side of the valve so the arrow points forward.
With the new hose bib in place, you can easily winterize the line by closing the valve, opening the hose bib, and then remove the little cap on the side of the valve (do not lose the littler gasket). The line will be drained and ready for cold weather.
