moving cpvc plumbing?

I have 2 cpvc pipes (hot and cold) that are running perpendicular, under my joists in the basement. Is it feasible / advisable to notch out the joists and move the pipes up 3/4 - 1" and cover with a metal plate so I can get the ceiling drywalled?

Code in my area states that you have to bore into the center to upper part of joist, cannot notch or drill holes in the bottom of the joist.

Are you aware, or have a way to check the code for Maryland. I was hoping to keep this simple.

Thanks...I think. It looks like an incomplete table, but if a 2x8 can be notched up to 1 1/2" at the outer 1/3 I suppose I can notch it 1" and be O.K.
