Water not mixing

I live at an apartment community and want to know about why the water in the bathtub changes from hot to cold. I can be in the shower and all of a sudden I get this blast of either hot or cold water. I undertand that we are on a boiler system and it takes care of 4 buildings. Is there something wrong with the boiler or is there something wrong inside of my apt like a divertor?

This is a problem in many older apartment complexes. Most plumbing codes has been amended to require showers and combination tub-showers to have faucets with anti-scald valves installed. These are safety devices that protect against sudden water temperature changes, such as when your neighbor flushes the toilet. New faucets with this feature could be installed by the landlord, but getting them to do it is another matter entirely.
