Noisy Cold Water Storage and pipes

Unhappy Noisy Cold Water inflow pipes

I live on the 4th/Top floor of a converted building with around 6 flats.
There is a cold water storage tank in the loft/attic above our bedroom, and the inflow pipe runs from the ground floor up through the stairwell and across the floor in the attic above our bedroom into the cold water storage tank.
Throughout the day and night the inflow pipe makes a kind of kettling/grinding/rasping noise, along with the sound of running water.
This is not a consistent noise and sometimes stops and starts again within the space of a few seconds. The overall duration can be a few second to 15 minutes. Does anyone know what might be causing this?
It would seem logical that the noise is caused by people using their cold water, to flush toilets, have showers etc, due to the difference in length of the noise.
During the day the noise is not a problem, unfortunately during the night it is, especially in the early hours (one of the tenants is a shift worker and takes showers during the early morning hours). The noise is sufficiently loud to wake us up and keep us awake and its driving us mad.
The landlord says he has had a plumber along to check, and has declared it to be a problem with the water pressure. He has lagged the pipes to reduce the noise but it only made a slight difference in reducing the noise. He also says he has replaced the value the attaches to the storage unit.
He now says there is nothing he can do.
Does anyone know what might cause this and what can be done, event to lessen the problem? Perhaps further lagging? Does this sound like a problem with the water pressure?

Insulating the tank and the piping would make it quieter. The noise is probably the tank refilling with each fixture use.

I have checked the attic and only the inflow pipe has been lagged not the storage tank. The loudest noise does come from those pipes.
The landlord seems to think it is a problem with the water pressure (either too little or too powerful?).

Would more lagging around the pipes help? Or perhaps lagging the storage tank?
