Question regarding pipe insulation
Even if pipes are inside in a well-heated area, does it still make sense to put foam insulation over the hot water pipes to help the water in them retain their heat?

Yes, it does make sense. There are even codes that cover this.
Unless you are in an area where the ambient air temperature is higher than the "hot" water line, you will lose temperature in the water, within the water line, as it will act like a radiator. Insulation will slow this process down.
