Water Main Valve

I live in a house build in the late 60's. I am trying to replace the washers and seats for the valves in the bath tub. The problem I am having is that when I go outside to turn off the water at the water main the valve does not turn. When I try and turn it with my water main key it will not turn. I tried turning counter clock wise and clock wise. I will not move. The last house I live in valve turned freely in both direction.

Any ideas.

Victor - I don't know where you're located, but here in Tampa, the city water department will come out and break it free or change it out if it's bad at no charge. Just had to have ours replaced and they put in a new meter while they were at it.
