Question well pump

I have a problem with a well pump turning on & off.It goes from the well,t's off to a large tank (approx 15 gallon rusty) through a whole house filter, a water softner & then to the house.I,m trying to learn what the tank actually does.It doesn't seem to have any air in it.Help electrician not plumber.

I think what he means is he needs help since he's an electrician, not a plumber.

That tank is the pressure tank. It should have a cushion of air in the top of it. Its purpose is to minimize the pressure drop in your plumbing when the water is turned on somewhere. This, in turn, minimizes the cycling of the well pump. You have the classic symptom of a waterlogged tank.
